THE following extract from "The Municipal Corporations Act, 1876," is published for general information : — " Clause 40.—The Town Clerk of every Borough shall, on or before the 31st day of MARCH in each year, make out from the Rate-book a list to be colled tho "DEFAULTERS' LIST," of the names, arranged in tho alphabetical order of their surnames, "Of all persons who have not then paid all the rates which or or before the 31st of December previous they were then liable to pay." "Clause 41.—The Town Clerk of every Borough shall, on or before the 31st day of MARCH in each year, make out in tho form in the sth Schedule, from tho Valuation Roll, a list to be called the "BURGESS LIST," containing tho names of all persons arranged in the alphabetical order of their surnames, whoso names appear on the Valuation Roll, " Omitting therefrom the name of every person whose name is on tho Defaulters' List." No "Defaulter " therefore, can be placed on the Burgess Roll, or be capable of voting, or be elected to serve as a Councillor for the Borough. M. N. BOWER, Town Clerk.
