Municipal Corporations Act, 1870, Clause 221. "*IF any land or building within the borough, lying Avithin ono hundred feet from tho sea or from a public drain, can be and is not drained by some pipe or drain to tho satisfaction of the Couucil, tho Council may make such drain as it thinks necessary to carry tho drainage of such building to the sea or to such public drain, and may recover the cost of such Avork, not exceeding one year's rack rent of such land or building from the OAvner or occupier thereof."
