Latest dispatches from Tonquin confirm the official st/itcnient of the retreat of the Black Flags from Tontay, and state in addition that they are generally falling back at all points before the French. M. Fernhas issued instructions to the French commandant in Tonquin to push the operations against the enemy Avith all possible speed, and to complete the occupation of Annam and the subjugation of the Black Flags as quickly as possible. October 10. Information has been published here that a fresh treaty has been concluded between Franco and the Kingdom of Cambodia, which adjoins the French colony of Cochin China, and has been under a French protectorate since 1862. Tho present treaty cedes to France all the revenues arising from indirect taxation, and reaffirming the protectorate enjoyed by France over the Kingdom. The accounts to hand from the vine growing proAunces nro generally favorable, and it is expected that tlie vintage this year will be fully up to the average yield.
