MR FOSTER ON ANNEXATION.
THE AVAR IN TONQUIN. THE DAPIINEHISASTER—OFFICIAL ENQUIRY. August 17. It is reported that M. Tricon, the French Ambassador to China, being unable to arrive at a satisfactory settlement of the conflicting claims of Franco and China in Annum, has broken off the relations AA'ith China. The French fleet have captured tho mouth of tlie river Hue. The official enquiry in the accident to the vessel Daphne, Avhich capsized Avhen being launched off the aviivs at Clyde, on July 3, found that the accident was duo to defects in the design of tho vessel.
