July 17. The death is announced of General Tom Thumb (Charles.Warren ?). Tho Sultan claims the right to be consulted in connection with tho construction of the second Suez canal. Baron dc Lesseps States that if England declines to proceed with the construction he will carry out the work himself. Henry M- Stanley, tho explorer, has concluded an alliance with the natives in the Congo country, and has succeeded in checkmating M. de Brazza, the French explorer, who is also on an expedition in that country. A general strike ampng the telegraph (ppprators in America is impending, and serious inconvenience with regard to telegraphic communication is fenrccl. The French troops have looted and destroyed by fire the native quarter of the town of Tamatave.
News from the Capo confirms previous iv-
formation of the surrender of Mapoch, the leader of the natives on the -western frontier of the Transvaal. The Assembly of Cape Colony has rejected the Basuto-land Disarming Bill.
