The reinforcement of Algerian troops, comprising several regiments of Zouaves, which Avero recently ordered to proceed to the suit of Avar at Tonquin to aid the French there, left Algiers to-day. A discussion has been proceeding in the London press with reference to the proposed tunnel between Dover and Calais. Mr Hyde Clarko, an eminent philologist, avlio has also published a number of Avorks on military engineering, favors tho proposal, but General Allison, avlio Avas second in command to Sir Garnet AVolseley during the Ashantcc campaign, condemns it. It is reported that "Number One " of the Assassination Committee has been poisoned in America iv consequence of his haA'ing expressed his Avillingness to give himself up to the English Government. A publican iv Dubbin who had rendered himself obnoxious to tho "liiA'incibles" has received a letter containing some explosive substance. Other cases of a similar character are reported, and the police are making inquiries. A major of the Russian army stationed at Moscow has been banished to Siberia for having publicly expressed an opinion in favor of certain social reforms being necessary in Russia. Tho appeals in tho case of tho steamer Ferret, Avhich was stolen from GlasgoAV and seized in -Melbourne, was decided to-day. The Court decided that the Standard Bank of British South Africa, Avhich accepted au insurance upon the vessel, should pay tho sum of £4000, Avith interest" on the current bank rate. The point raised in connection Avith the ownership of the vessel Avas reserved for subsequent argument. Several cases havo recently ocuiu*red in AA-liich strong suspicions arc entertained that in Dublin have been poisoned by lho liiA'incibles, and orders have been given for the exhumation of bodies to procure evidence of tho fact.
Tho Mayor of Bcrliu acknoAvledges the receipt of 61,000 marks (£4573) from Australia in aid of those who suffered by the severe floods Avhich occurred in the Rhenish provinces during last autumn. A rising of the natives has taken place in the Island of Sherbro, AA-hich is situated a short distance from Sierra Leone. A chief named Gipwoe has im-aded that portion of the island occupied by the European residents at the head of a large force and has already burnt two towns and several villages. Information has heen received from Afghanistan that another encounter has taken place between the troops of the Ameer and the Shinwams, a rebel hill tribe. The latter Avere defeated Avith great loss, and it is iioav thought probable that, in A-iew of their continued reverses, the rebels Avill give their allegiance to the Ameer. The Echo, a London evening paper, states that the Duke of Albany has been offered the Governorship of Victoria on the termination of the Marquis of Normaby's term. Negotiations are going on between the Mcssageries Maritime Company and the French Government for an extension of that company's present service from Noumea to Tahiti and Auckland. Application has been made on behalf of James Carey, the informer, that ho should bo released from custody, but the Govern - ment have declined to agree to it. Carey has since been offered but has declined the Avardership in an English prison. The report that several persons have been poisoned by the Irish Invinciblcs in Dublin has been inquired into by the authorities, and has proved to be unfounded. Mr Henry Broadhurst proposed in tho House of Commons to-day that all cases of contested elections the expenses of the successful candidates should be charged on local rates. Tho motion Avas rejected Avithout division. Mr Dillon, Avho, after a lengthy incarceration for refusing to give sureties for his good behaviour in connection Avith tho Irish question, has been released, left London for Paris to-day. The English Government has intimated to the promoters of the second Sue/. Canal Company that they will insist as a condition for allowing the Avork to be undertaken that there shall be a considerable reduction in the charges and an increase in tho control exercised by the English Government. Tho Russian Government has forbidden the transit of Europeans the Caucauses. It is understood that this step has been taken in consequence of Russia topographical operations noAv being conducted on a portion of the Russian frontier beyond the mountains. Huge preparations are being made in Germany to celebrate the four hundredth anniversary of Martin Luther's birth which occurred in November, US3.
June 10. The intelligence that the Age has despatched Morrison to NeAV Guinea for the purpose of exploration has been announced in tho London papers, and tho enterprise of the journals is generally commended. At a meeting of the Agents-General of the different colonies, held yesterday, a resolution was agreed to in favor of the Marriage with a Deceased AVife's Sister Bill. Mr Smith, the Agent-General of Victoria, Avas not present, but sent a communication to the meeting supporting the proposition. Lord Gram-ille has agreed to present a petition from the Agents-General in favor of tho bill on Monday.
The Duke of Rutland has called attention in tho House of Lords to the depression that exists in the agricultural district, and urges a trial being made of a system of protection. He denounced emigration as being quite insufficient to meet the emergencies of the case. Sir AAllfred Lawson has moved an amendment to the proposal to grant £25,000 to Lord Alcoster, that that sum be reduced. He was supported by Lord Churchhill, and the debate on the amendment has been adjourned. The Commission which was appointed on the 20 th March by the English Government to enquire into the condition of the crofters of the Highlands has commenced its sittings. The crew of the Lively Avhich was recently Avrecked at StornoAvay the principal port of the Hebrides, have all been saved. The scare created by the attempt to Woav up the public buildings in London is noAV moderating, and tho authorities have decided to AvithdraAV some of the military sentcnels placed on guard outside the various public biuldings aud institutions. The sentenels AA'ere removed to-day from outside of the Lawn Courts, Strand.
The Duke of Edinburgh and General Wolsoly AA-ho Avere present as representatives of the British nation at the coronation of the Czar at Moscow, have accompanied His Majesty and suite to St. Petersburgh. They are uoav staying at the Royal Palace Peterhoff. The body of the late Howard Payne, the author of the popuiar songs, " Home Sweet Home," AA'hich Avas interred at Tangicrs, on the northern coast of Africa, has been exhumed and conveyed to AVashington, United States, he having been an American citizen. The reinterment took place yesterday at AVashington, and was made the occasion for a grand ceremonial. President Arthur Avas among the large number of distinguished men present.
