The Council met at 10.130 a.m. Present: Mr F. Suttou, M.H.R. (chairman), .and Crs. Rymer, Dolbcl, atid Kinross, I'IXAXCE. Vouchers for the month amounting to £808 11s set were passed for payment. TKNDEKS. The tender of Messrs Glondennhig and Griffon was accepted for the construction of two bridges on the Omiiltu-Okuwa road at £1314 12s. COimESrONDENCE. The following inward correspondence was road:— From (lie chairman Okawa Road Board, rcinicstiug the Council to appoint Messrs AY. II Russell and A Sliield, ratepayers of the district, as additional members of that Board, so that it might consist of seven members as heretofore.—Agreed to. From tlio chairman Olive Road Board, applying for a grant-in-aid of £150 to assist tlio Board in forming and metalling the Pakowhai road from Farndon to Mr Grant's property. —Agreed to. From Mr 11. Neagle, asking the Council to relievo him of the expenses and fine impoKcd on liiira Intel}- for killing- a piy on :m unlicensed portion"of his property at Taradale. From Mr Presling, Taradalc, complaining' of a nuisance that exists in the back yard of Mr R. Ncaglc, owing to pigs that are slaughtered elsewhere being opened there. From the Chairman of the Okawa Road Board, asking for payment of £;JO on account of grant of £100 for works on Woodtliorpo-Patea road. —Approved. ' From the Department of Justice, notifying the appointment of the following gentlemen as tlio Licensing Committee for the district of Iloretaunga:— Messrs. W.. J. Birch, J. Foreman, J. Reynolds, R. Welliyo.Qd, and J. N. Williams. From the Property Tax Commissioner, [•tating that thero will' bo soino delay in issuing the proclamation re native lands, all proceedings requiring to go through survey and native offices. : ' ' From the Inspector of Slaughter Houses, reporting that all the slaughter houses midor his control arc being properly conducted, but owing to the recent bad weather Boinc wero not in na clean a condition as could bo desired. Tlio owners of such, however, had promised to rectify the matter at once.
From Mr S. G-. Brandon, again calling attention to the state of the drain under the county road near Papakura, and leading through Mr Ashton's paddock to thoTutaekuri river. The pipes, lie thought, were laid improperly, and there was no protection whatever at either end iigainst their being charged up by the flow of silt both from the road and the river.—lt was decided that the overseer be authorised to complete the drain, aud sec that the pipes are properly fixed. oveeseeh's report.
Tlio following- report "was vcccivecl from tlic Road Overseer : — Owing - to the continuous Avct -weather during- the hist month metalling principally has been confined to roads at .short distances from quarries and beach roads. Napier-Tc Ante road. —Metal repairs to this road between Napier and Mr R. P. Williams' boiling-down have been attended to during - the month where most required. 1 beg to recommend that a portion of this road between the railway station and Tc Ante Hotel bo metalled at a cost of £.30. Ilfivclock-Hastings- Omahu road. —Metal repairs to this road have been commenced where required. I have lately examined the quarry on. Mr Tanner's property near Hastings, and find the quality of river shingle good ; during the winter months it is nearly covered with water. I would recommend that the metal required for the Havolock and Hastings road be carted during the summer months and laid in heaps alongside the road, so as it can be Spread when required. Hastings-Maraekakaho-llampdcn road. —The metalling carts are employed metalling bad portions of this road between Mr "Williams' gate and the pa bridge. Meancc-Pnketapu-Hakawai road.—The portions of this road between Mcnnee bridge and the old racecourse damaged by the late fiocd have been made good, but the continuous wet weather during the month has greatly retarded the metal repairs. Metal repairs to the Puketapu and Ilakawai road have been attended to during the month where required. New Taradalc-Omahu road.—The metal repairs to this road between the municipal boundary and Taradalc have been earned on during the month where most required. The metalling contract between the Omahu mill and Ngaruroro-Omahu bridge is progressing fairly, taking the weather into consideration.
Omahu-Patea road.—Tho contractors for forming No. 1 contract on this line of road are malting very fair progress during the month. The contractor for forming approaches to Mangatarata creek bridge is making bad jwogrcsK. That portion of this road between Barricade creek and Kuripapanga has suffered very much during the last few montliS|, owing - to the continuous wet weather and heavy wool traffic- carried on principally by bullock teams. As authorised I have employed six men to cut Manuka scrub to fill tho ruts, so as to keep the road open during the wool season's traffic. On tho newly formed portion of this line of road between Kuripapanga and Tararau there are four surfacemen employed during the mouth removing slips and attending to surface repairs, so as to keep the road open for traffic. I find great difficulty in obtaining men to go to this district. Western Spit-Potano road. —The metalled portion of this road between Western Spit and Carr's gate is in good order for traffic. As to the river portion of this road its fitness for traffic greatly depends on the floods. John Tracy, Road Overseer.
The metalling of the main road between tho Te Ante railway station and tho hotel was approved. With respect to the contract for approaches to the Man gataratara. creek bridge the cleric was instructed to communicate with the contractors, and draw their attention to the slow progress being made.
KOAD 110AKD JIAT'S. The Chairman said that during the month he had communicated with the engineer respecting the cost of maps of the several road districts for the convenience of the respective Boards. It sometimes happened that Road Boards could not remember exactly where their boundaries extended to, and the necessity for proper maps was much felt. He thought it was a matter for the Council to tako in hand, and felt that the money for procuring maps such as lie had stated would be well spent. Mr Kennedy had estimated the cost of supplying Patea, Maraekakaho, Okawa, Puketapu, Putane, Herctaunga, Havelock, Meanee, and Clive, each with a map, at about £(jO. It was agreed that the maps be procured. IIETOESENTATION 01' NEW DISTRICTS. The Chairman read a quantity of correspondence that had passed between himself, the county solicitors, and the Government in respect to the representation of the districts of Patea and Okawa, consequent on certain alterations recently effected in the boundaries of those districts. It appeared that, owing - to legal obstacles in the way, there was no method by which the representation of Okawa and Patea could be secured until the coimty general elections take place next year. THE WILLOW NUISANGK. Cr. Rymcr drew attention to the fact that the overseer had failed to report on the willow nuisance. lie would like to know whether the resolution passed at the last meeting on the subject had been given effect to. Ho might also point out that the road from the racecourse gate to Meanee was badly in need of metal, and it was time the overseer had something clone to it. The Chairman said, with reference to the matter of willows overhanging the roads, that the Council's instruction to notify all owners of lands whereon the nuisance existed
had been carried out. Notice had also been given to Mr Heslop about gorsc on the road through his property and a promise had been received that the nuisance would be abated. UKNJiRAL KATE. In accordance with notice previously given the Chairman moved that a general rate of one half-penny in the £1 be struck on all ratable property in the county for the period from thu 21st May, 1882, to they Ist March, 1883, payable in" ono sum on the Ist of August, 1883. In moving that this rate be adopted the Chairman remarked that it would give £400 or dEoOO more tliim hud before been received. Of course the property to be rated included Crown and native lands, and from the latter the county would derive a good deal of revenue. On the motion of Or. Kinross, seconded by Cr. Rymcr, it was resolved that in future all rates shall be payable to the county clerk ut his office in Napier. The Council then adjourned.
