A deputation hasAvaitcd upon Sir Charles Dilke, President of tho Local Government Board, to iirge upon the Government the necessity of immediate action Avith regard to assisted emigration. In reply Sir Charles Dilke said that the Government had already given tlie matter their earnest consideration, and had decided upon a course Avhich Avould, they trusted, meet the alows of those who avctc taking a prominent part in the movement. The Government proposed, in th. first place to scud a number of children belonging to the pauper classes to Canada, and should this experiment prove successful an extension of the policy -would be considered. Tlie Cabinet lias the proposal under consideration for extending tbe existing money order system in connection Avith the Post Office to the colonies, and there is every probability of the proposal being agreed to by the respective Governments. Italy and Switzerland have resolved to adopt a policy of protection. A. banquet Avas given at the Guildhall in honor of General AVolseley and Admiral Seymour. Tho gathering Avas a highly representative one, and included many of niepioniineut men of the Kingdom. In the course of the evening Gondii! Wolseley was presented with an illuminated address i-x----pressivo of the admiration with which his countrymen regard his successful campaign in Egypt. The freedom of the city of Loudon was conferred upon Baron Alcestor, who Avas also mado the recipient of a handsome sword. A bill introduced into the House of Commons by Air Healey, member for AVcxford, providing for a modification of the system by Avhich members of Municipal Councils are elected, has been rejected by an enormous majority. The South Australian Land Mortgage and Agent;y Company has declared a dividend often per cent, for the year ending ijlst December, 1882, De Brazza, avlio left Paris ou the 22nd March upon an expedition to Africa for tho purpose of taking possession in the name of Franco of a tract of territory on the Congo, Avhich, ho stated, had been ceded to him by a native chief, has arrived at Ills destination, but the inhabitants have treated him Avith marked hostility, and a serious rising of the natives is apprehended. Tlie conviction of Joseph Brady in tlie Dublin Criminal Court has struck terror into his comrades, some of Avhom have evinced a desire, to turn informers. Joseph Mullett, who Avas one of the number committed for the murder of Lord Cua-endish and Air Burke, and avlio appears to havo taken a prominent part in tlie assassination conspiracies, has already volunteered some information which is said to be of a most important character. He lifts also made some further disclosures Avith regard to the identity of Tynan, Avho is known as "Number One." The object of this proposal is to remo.'c ordinary financial affairs from the arena of discussion for a time, so that tlie Reichstag may have a better opportunity of discussing a scheme for certain social reforms Avhich the Emperor considers arc urgently needed. A large number of dwelling houses and public buildings have been completely Avrecked, and several persons have lost their lives. Negotiations arc being renewed between the Government of France and China Avith reference to Tonquiii, and the hostilities Avhich had been commenced at Anain have been temporarily suspended. At, the convention in America a Fenian named Stephens predicted that Mr Parnell would yet be compelled to appeal to the sword. One-third of the Cuzco's cargo of frozen meat has arrived in a doubtful condition, Tbe remainder is believed to be sound. April 18. A clerk employed in tlie Central Telegraph Office alleges that be was kidnapped by Fenians, and questioned as to the facilities for destroying the building. The Comtc do Ohanibord is recovering from his serious illness. Tlie Italians assert that the researches made in Ncav Guinea by Signor D'Albertis, the explorer, have hastened tlie annexation of that country by the Queensland Government.
