NAPIER HARBOR BOARD.

Tuesday, April 17

The Board met in the Provincial Council Chamber at 2.30 p.m. Present: Air J. D. Ormond (chairman), Hon. J. N. AVilson, and Messrs J. W. Neal, J. A. Smith, AY. C. Smith, AI.H.R., J. N. Williams, and.J. H. Vautier. CORRESI'O. DEXCE. From the Under-Secretary for CroAs-n Lands, in reply to tlie Board's request that certain lands "might be held over pending the Board's application to Parliament for same as an endoAA'inent, stating that the Government could not give the Board any promise on the matter in the face of a decision that Parliament Avould not make any such endowments iv future.

From Air Hart, Napier agent, applying for a pilotage exemption certificate in favor of AY. Ross, chief officer of the Union Company's s.s. Omapere. —Granted, From tho Harbor Master, reporting that he could at present bring in any of the ordinary coasting vessels at a draught of water of 13ft. in fine weather.

From the same, stating the circumstances ii; relation to the stranding of tho Johann Adolph. Air Kraeft added that he Avas very often baulked by tho discharging punts dropping in or out and had on several occasions to stop steamers in the stream to clear the punts. —The letter was received, and a general opinion avus expressed that the matter avus entirely under the control of the Harbor Master, and that he should himself give directions Avhen the punts should not drop in or out. From the Under-Colonial Secretary, fqnvarding copy of a letter from the Agent _en end, reporting officially that Sir Jolm HaAvkshaAv and Air James Abeniethy had consented to act as judges of the designs for the improvement of the Napier harbor.

From the Board's engineer (report) statingthat the dredging, also the Avork at the breastAVork extension, Avere proceeding* satisfactorily. Sonic repairs avcio recommended to be done to the boat shed at the cost of about £10.—Approved.

From the Boards solicitor, covering his account for professional ' services from January, 1579. —After some discussion the account -. "a. passed for payment, and a

resolution agreed to that iv future the solicitor should send in his account quarterly.

On the motion of Mr J. A. Smith, seconded by Air AVilson, a committee was appointed, consisting of Alessrs Aauticr, Neal, and the mover,' to report as to what harbor reserves arc unlet, and to prepare a list of reserves which the committee might consider would let, and to recommend the upset prices for the same ; the report to be brought up at the next meeting of the

Board. A long discussion took place on the subject of Mr A r autier's claim for refund of wharfage on coals supplied through lain to tlie Government raihvay at Napier. The legal opinion of Air Logan aud Air Carlilc with respect to the claim was read, aud was to the effect that the Board had a good defence. —It was ultimately agreed that the discussion be adjourned to the next meeting of the Board, the Hon. J. N. AVilson in the meantime to give notice to move then that the decision arrived at in February be rescinded.

Air Neal (in the absence of Air 11. AVilliams) brought up the report of the committee appointed to revise the Avharfage charges.—The report Avas adopted, and it was ordered that the matter be considered formally at a special meeting to be held five minutes before the next ordiiiary meeting, so as to embody the revised charges in a by-la ay. Fresh tenders were ordered to he called for advertising the Board's notices. The balance at the bank was stated to be £709 Is (£SOOO on fixed deposit,) after paying £2014 13s Od during the month for interest on the Board's debentures.

Accounts amounting to £192 10s were passed for payment.

NOTICES OF MOTION

The following notices of motion for the next meeting were given : —

The Horn J. N. AVilson to move, — "That the resolution carried on 20th of February in relation to Air A .intier's claim be rescinded."

Mr'w. C. Smith to move, —"Thai a resolution passed at the Alarch meeting, that a block of land known as the Mahara, consisting of 5000 acres, be applied for as an endowment, be altered so as to strike out, the Mahara block with a vicAv of inserting some other block of land iv its place."

The Board then adjourned.
