3IELBOURNE. Thursday. An accident occurred to-day at Climes on the North-Western railway through a pointsman turning the train on the Avrong lino. Several passengers avctc injured, but no fatalities arc reported. This day. Telegraphic communication betAveen Australia and Java is expected to be restored hourly. 3lr James Service, the Premier, addressed his constituents at Castlemaine last night, and unfolded the 3liuisterial programme. He justified coalition as the only means of obtaining practical legislation, and expressed himself as sanguine of a satisfactory result. He announced the abolition of political patronage in Government departments, including the railway and education branches, and the appointment of a board to manage the railways. Ho further announced that the railways -will be extended, the Avater supply improved, and measures be proposed to promote mining management. He stated that the finances of the last Government are in a deplorable state. 3lessrs Deakin, Tucker, Langridge, and LcA'ieu, some of 3lr Service's colleagues, also addressed the meeting. 3lr Ross, member for North 3lelbouine, has been re-elected uuop2>osed.
