February 22. M. Jules Ferry has succeeded in forming a Cabinet. The various portfolios have been allotted as follows:—-M. Ferry, Premier and Minister of Education ; General Thebaudin, Minister of War ; M. Rousseau, Minister of tho Interior ; M. Chalteinel Lacour, Minister of Foreign Affairs; M. Tirard, Minister of Finance ; M. Zruu (r , Brtui) Minister for the Colonies : M. HoriiSS.cn, Minister of Commerce. M. Ferry, it has transpired, asks President Grevy to issue a decree placing- the dynastic princes who hold appointments in the army upon the retired list.
