WAIROA COUNTY COUNCIL.

(by telegraph.) Wairoa, November 23. The Council met at noon, all the members being present. The returns from tbe returning officers were read. .

The late Chairman then delivered his annual statement, showing the progress made during the last year in road works and in the direction of inducing legislation on the question of waste lands administration. He hoped to see a credit balance, including the subsidies, of £1500, a feature which he believed did not prevail anywhere else in tbe North Island. He congratulated the new Council on its favorable prospects, and then vacated the chair.

The Council adjourned to 2 p.m., when a chairman will be elected.
