M. Novikoff, the Russian Ambassador, has issued a further communication to the Porte in reference to the consideration of the question of the payment of the Russian war indemnity. M. Novikofl now states that the Russian Government is willing to modify its recent demand, and agrees that the claim of the foreign bondholders' delegates should receive priority in recognition over the question of the payment of the war indemnity.
