BERLIN.
November 8. The second ballot for the election of members to the Reichstag has resulted in the return of Socialist candidates for Breslau, Mayence, and Greiz. An inspired article in the Berlin Post to-day states that Prince Bismarck is wearied, and wishes to resign, leaving the Government to the Clericals and Conservatives.
