(Redteh's Telegbams.) MELBOURNE. October 18. Mr Thorp, teller of the Bank of Victoria, has been arrested on a charge of embezzling 2500 sovereigns, which he bad replaced with copper coin. The case is not connected with the robbery of notes to the value of £2500 from the same bank last month. October 19. The progress report of the Police Commission has been issued. It recommends the superannuation of Superintendents Nicholson and Hare, the reduction of Saddlier, and the disrating of Ward and Steele. The dismissal of the constables who were at Sherratt's hut at the time of tbe capture of the Kellys and of the teacher and Wallace is also recommended. Superintendent Hare is severely condemned as a disturbing element in the force. A minority of the Commissioners dissent from the recommendations of the report. The Italian warship Europa, which went aground at Thursday Island, on the Queensland coast, but was got safely off, has arrived at Batavia.
