WAIPAWA COUNTY COUNCIL.
Present: Messrs Johnson (chairman), Smith, Dillon, Mackersey, White, Levy, Gaisford, Herrick, and Rathbone. . SPECIAL MEETING. A special meeting of the Council was held to confirm a motion brought forward at last meeting, that the road from Waipukurau to the south boundary of the Eparaima Biding be taken over as a County road, and on the motion of Or. Smith, seconded by Cr. Mackersey, it was confirmed. CORRESPONDENCE. From the Colonial Secretary, re application of Council on behalf of Mr H, Arrow, for a gratuity for services, rendered to Licensing Benoh, informing them that, as Mr Arrow bad received a pension for other services from the Government they could not grant more,
From the assessors appointed to con* eider the tfaim of Mr Coll'me for damages to bis land through gravel pita thereon, assessing damage at £5. Proposed by Cγ. Mackersey, and seconded by Cr. Dillon, that the amount be paid, Carried.
From the Colonial Secretary asking for a list of those residents who have plural votes in the County, The clerk stated that the request had been complied with. From Lundgren, offering £1 for the Council's office at Woodville. Refused. Cr. Mackersey moved, and Cr. Dillon seconded that tenders be called for the purchase of the same. Carried. From W. J.Graham, asking the Council to grant £20 to make line from No. 1 road to Heretaunga Settlement fit for use, as it was in a very bad state. Cr; Gais> ford stated that he did not consider tbe work necessary, as it was only used by two people, and when travelling that way they were not obliged to keep to the road, so he would propose that they be requested to apply the Danevirke Road Board for any works on that line. Seconded by Cr. Rathbons and carried. Norman Campbell wrote asking for grant of £20 for opening a road from Peebles' to Mangaatua stream. Cr. Gaisford moved that the. applicant be informed be bad better apply to the Woodville Road Board. Seconded by Cγ. Rathbone and carried. .
Norman Camphell wrote offering timber at 11s 6d per 100 for any works in the Seventy-mile Bush. Moved by Cr. Johnston and seconded by Cγ. Gaisford that Campbell be informed that any timber required by the Council would be purchased by tender. Carried. PETITIONS. From settlers at Norsewood, applying that road between sections 75, 74, 88, and 89, be opened. Signed by twenty settlers, and presented by Cr. Levy. It was agreed to inform the petitioners to apply to their Road Board. From settlers of Makaretu, asking that road through Spring Hill should be opened. Same answer as in last case be sent.
The Chairman stated that in cases of this kind it would be far better to leave the matters in the hands of the Road Board, who could apply to the Council for graote for the same. From settlers of South Makaretu (an outlying district) applying for a grant of £30 to fell bush a chain wide from Grant's to Bargrove's sections. The Chairman presented this petition, and stated that this application was entirely different to the preceding ones, as this was for improvements to an outlying district, which of course being so was in the hands of the Council, and in answer to Cr. Smith, who considered it was not an outlying district in the meaning of the Act, said that he would rule that any district without a Eoad Board, or which bad not been proclaimed a Highway District, would be an outlying district. This caused considerable discussion, and it was finally agreed, on the motion of Cr. Johnston, seconded by Cγ. Herrick, that tbe road overEeer be requested to expend £10 on the work. FINANCE. The pay-sheet, on the motion of Cr Johnston, seconded by Cr Smith, wae passed. ROAD OVERSEER'S REPORT, The following report from the road overseer was read: — Patangata Biding.—The road over the hill near Colline', hitherto so troublesome with slips, has been widened to an extent that will prevent any further damage from slips. Other surface improvements have been effected in the same locality. Two men have been employed during the month. Waipawa Biding.—Two surfacemen have been employed during the month effecting repairs to the several roads in the vicinity of Waipawa. Gravel has been put in bad places on the main road to Kaikora, and at slips on the road near the brewery. In accordance with instructions to report on the roads in the vicinity of Hampden, I am of opinion that the most important road for the district is that over the bill from Waidron's to the Manganoaka river. A contract is now in hand to improve the eastern side of the hill. There are also some bad places near the river on the west side. I would recommend an expenditure of £30 to improve the same. The metalling at Kiohmond Park is completed. Ruataniwha Riding.—The bridge and approaches at Clarke's, formation and metalling at Grant's, and repairs near the Makaretu school-house are all completed. I expect Berkahu's contract to be finished early this month. According to instructions lex amined the creek near Ireland's. At the line of road, the creek is 50 feet deep, and about 120 ft across. A high level bridge is out of the question with the means available. I would recommend a zigzag cutting to be made on each side of the creek, and a low bridge, sufficient to clear storm waters, erected at the bottom of the gully. The formation is good for side cuttings, and would not be liable to slips. The cost of these worked flsfrmate at £70. The cuttings would encroach on private property on each side, but the owner will not object to this. The roadway in use near Mr Loye'e is fenced
in, and the new road will bo pub in order for traffic at once.
Tamumu Riding.—Two men are employed side draining on the Omalriri flats.
Waipttlnir'au Riding.—One man ha 3 been Employed during the month between "Brooklyn aild the southern boundary doing general surface work.
Eparaima Riding.—One Surface man is employed between the boundary arid Wanstead, and two men thence to Porangahau hill. The road is in fair order. The worst portion is that between Wanstead and the Motuotaraia bush.
Porangahau Biding. —I have put two men on to improve the cutting on Porangahau hill, which was very much cut up. The cuttings in Doctor's G-ully are now in good order.
Norsewood and Woodville Bidings.—l oarefully examined the small bridges and culverts along the main road that require renewal with the view of receiving instructions to proceed with repairs. Two culverts near Mortensen's at Norsewood are in a- very bad state. Thd bridge at Mr Orosse's, and one near Piripiri, will reqnire to be nearly renewed. One culvert in Oringi bush, several small culverts between Matahiwhi nnd Hutohins, one bridge near Elliot's, Woodville, three small bridges near Dickens', one culvert at the briok-kiln, two near the junction of the Pinfold-road, two small bridges between the Woodville township and the G-oi'ge, and two on the Masterton road, will nil require to be renewed or repaired. Some of the bridges will require timber for renewal and repairs ; in others (the major portion), where little or no water flows through, and all the culverts, I would strongly recommend that drain pipes be used instead of timber. There is 20Q0 feet of timber (piling) at Danevirk, and 2200 feet of planking at STorsewood, the property of the Council, all of which will come in use for the bridges requiring renewal. The byeroads around Woodville are in good order. Peebles has completed the widening of Vogel-street, Woodville. A. M'Kay, Road Overseer. On the motion of Or. Herrick, seconded by Cr. Bathbone, it was resolved that 4J35 be granted for a bridge and cutting on Ireland's road, Ashley-Clinton, on condition that the settlers using the road subsidise tbe amount by another £35, and find timber for the work as promised. Moved by Cr. Smith and seconded by Cγ. Gaisford that the quarry on Mr Bussell'e property be fenced in at once. Carried.
The overseer, on the motion of Cγ. Gaisford, seconded by Cγ. Smith, was requested to go on with the work at the bridge in the Seventy-mile Bush. Aα application was read from the late rate collector, asking for payment of £6 17a 6d money expended while collecting rates. Moved by Or. Smith that the matter be left in the bands of the chairman. Seconded by Or, Mackersey, and carried. BETURNING OFFICERS. For Waipawa, Mr H. Arrow. Polling places, Court House, Waipawa, and Hampden. Ruatanawha, Mr Newman. Polling places, Onga Onga, Ashley-Clinton, and Takapau. Waipukurau, Mr Drower. Eparaima, Mr Johnston. Polling place, Wallingford and Wanstead. Porangahau, Mr Healey. Polling places, Porangahau and Wainui. Tamumu, Mr Westmorland. Polling places, Tamumu school-house. Patangata, Mr Lozell. Polling places, Kaikora and Patangata. Norsewobd, Mr Thompson. Polling places, Ormondville and Norsewood. Woodville, Mr J. Monteith. Polling places, Danevirke and Woodville. MISCELLANEOUS. Cγ. Rathbone nioved, and Cγ. Herrick teconded, that the road overseer be requested to refuse all application for metal to be taken from two chain wide road across Waipawa and Waipukurau rivers. Carried. Cr. Smith read an application from Mrs A. Christiansen, Norsewood, claiming £2 for road diverging <?n to her property, section 150, The overseer was requested to enquire into the matter. Cr. Levy moved that the chairman be anthorised to appoint returning officers, if the first ones appointed could not officiate. Seconded by Cr. Smith, and carried.
