The Times to-day publishes telegrams from Afghanistan confirming the announcement of the defeat of Ayoub at Candahar, and further stating that the Ameer Abdur Rahman intends to follow up his Buccess, and is preparing to march upon Herat. The Standard of this morning uublishes a telegram from the Cape announcing that the Transvaal Volksraad has refused to ratify the convention agreed to last month between the Royal Commissioners and the Boer leaders.
