News to hand from Pretoria that the Royal Commission appointed to undertake the settlement of affairs in the Transvaal, which has been Bitting since May, has concluded its labors. A draft convention has been arranged with the Boer leaders providing for the retrocession of the whole of the Transvaal to the Boers subject to the suzerain rights of Great Britain. The convention, moreover, provides for the recognition of claims on the part of British subjects in the Transvaal for compensation for losses during the late war to the extent of £500,000. The news to hand further states that the Volkraad will be forthwith elected, and will meet without delay for the purpose of ratifying the convention.
