Post-War Programme (Received July 3. '7.5 p.m.) WASHINGTON. July -• A spokesman for the American airline companies announced that the industry has formulated a post-war programme designed to utilize virtually all Governmentowned transport planes. Ihe programme calls for the airlines to lease the transport planes from the Government. It tne lease is broken, new planes must be bourht from American manufacturers. Foreign airlines should be allowed to participate in the arrangement under the same conditions.
