SOUTH AFRICAN HOPE
Regional Council For Africa (Received May 9, 8.30 p.m.) LONDON, May 9.
Apart from decisions on wider issues, South Africans are looking to the conference of Prime Ministers in London to take a stage further the idea of a regional council for Africa on lines similar to the councils proposed for the Pacific and the Caribbean, says the “Daily Telegraph’s” Cape Town correspondent. . ' A regional council of all the African States south of the Sahara would involve the Governments of the United Kingdom, France, Belgium. Portugal, Southern Rhodesia and the Union of South Africa, but approval of the British Government is obviously necessary in view of the large British territories involved. Scope for common action for an African regional council will probably be discussed at the London Conference. Co-operation of inter-Allied States in Africa has been closer than ever during the war, and it is felt in South Africa that this should continue after the war. It is also felt that there is plenty of scope through the proposed regional council for common action on such matters as mail, air communications. health, shipping, veterinary services. currency, scientific research and native affairs.
