The President of Argentina, General Ramirez, has given definite assurances to a group of Latin American Governments that he will break from the Axis ‘‘as soon as he can make, the necessary arrangements.” The Santiago correspondent of the New York “Herald-lribune quotes diplomatic circles for this information. They reveal that a formal assurance was given to the Brazilian Ambassador in Buenos Aires, who with the Brazilian Foreign Minister is reported to have organized joint diplomatic action requesting Argentina to associate hersel-t with the other nations in the Americas.
