Roosevelt’s Tribute To China WASHINGTON, October 11. President Roosevelt, in a message to Congress, urged the repeal of the Chinese exclusion law, thereby correcting a historical mistake and silencing distorted Japanese propaganda. Referring to China’s gallant struggle against great odds, Mr. Roosevelt said: “China understands that our strategy required the concentration of the greater part of the Allied strength on the European front, and that available supplies were limited by transportation difficulties. China also knows that substantial aid will be forthcoming as soon as possible, not only in weapons and supplies, but in carrying out. plans already for effective offensive action. “We and our Allies will aim our forces at the heart of Japan in ever increasing strength till the common enemy is driven from China's soil,” the President said.
