Production Problems One notice of motion and 24 remits will come up for consideration at the annual conference of the New Zealand Manufacturers’ Federation which opens in Napier tomorrow. It will be presided over by Mr. C. V. Smith (Dunedin), and will ibe opened by the Minister of Supply, Mr. Sullivan. ' Principal among the remits are those dealing with pillaging, post-war planning, post-war trade policy, taxation relief for post-war production, rehabilitation and manpower. The remit dealing with pillaging is sponsored by Auckland, and states: That in view of the substantiated reports from members that. pillaging is again increasing, the federation urges on the Government the necessity of materially increasing penalties for such thefts, and also of heavily penalizing the seller or reseller of these stolen goods, and that every step possible he taken by the federation to stop pillaging of goods in transit by road, rail or sea. The remits dealing.with taxation relief for post-war production state: (1) That in view of the. non-availability of replacement parts and the inability to obtain manpower with the necessary technical knowledge and skill for servicing plant and machinery, the Commissioner or Taxes be given authority to allow as deductable items provision for machinery maintenance and replacement which, though necessary, cannot be carried out during war time. (Canterbury). (2) That in view of the important part which manufacturing industry must take in postwar rehabilitation, the. Government be urged, to give consideration to a proposal that 15 per cent, of taxation excluding social and national security paid by manufacturing companies for the duration of the war shall be available to them as post-war credits, to ensure that the necessary reserves are available to enable manufacturers to change over from wartime to peacetime establishment with the minimum disruption. (Wellington.) Concern is expressed in a Canterbury remit at the electric power supply posi-> tion, and it is suggested that the Government be urged to take every step possible to rectify the position.
