NOT TO VISIT RUSSIA
(Received October 30, < p.m.) NEW YORK, October 29. President Roosevelt has officially refused Mrs. Roosevelt permission to visit Russia at the conclusion of her trip to England on the ground that anything she might say there would be regarded as a presidential commitment, according to the Washington correspondent of the New York “Daily News.”
