Hoarding Of Stocks Not To Be Allowed CONSENT TO SALE NEEDED The sale, delivery, lending, or other transfer of any newsprint, printing or writing papers without the prior written consent of the Factory Controller is prohibited by the Paper (Supply and Importation) Control Notice gazetted last night. This notice replaces the Paper (Newsprint) Control Notice, 1942, which has been revoked. The Minister of Supply, Mr. Sullivan, said last evening that this fiction had been taken to consolidate the position regarding supplies of paper. “The building up of paper stocks by any private user in excess of the three-uiouth-ly supply will not be permitted for the future,” said the Minister. “This, of course, will not hinder any arrangements that may be possible to establish some sort of reserve stock either by the Government or by the wholesale paper merchants. At present no such reserves exist in this country. Any consent given prior to the publication of this notice to sell or transfer newsprint still holds good, and any offence committed against the original regulations is liable to result in action being taken.
“The only exception made in the notice regarding the transfer, sale or lending of paper is in res[>eet of newsprint, printing, or writing pajier not exceeding 13Jin. by SJin. or an equivalent area. One important clause makes it necessary for all importers to furnish information of paper imports as and when received. Through the steps now taken we shall have a more comprehensive and satisfactory control of the position and we shall be able to make the utmost essential use of all paper available.”
