LONDON, October 20.
Two trains full of workers have left Paris for Germany, and a third group has left Bordeaux, says Vichy radio. M. Laval, when appealing for more workers to go to Germany, said: “I am not sure that you realize the true situation. The over-riding interests of France demand a policy of collaboration with Germany. “The agreement which I made with Germany had a certain measure of effect, but since yesterday 1 have been obliged to take other measures which France must accept. “I am certain that if Germany is beaten Russia will rule Europe, and this would mean the end of Frances independence. I must direct Frances policy in such a way that France will not be the victim of a German victory. I am trying to safeguard the French territories." A new inducement offered to workers going to Germany is a promise that they will be insured against accident, whether by ordinary causes or by British bombing. Previously they were told that they would have to take their chance in an air raid.
