Full Permission Given Received October 21, 7 p.m.) LONDON, October 20. A representative of the Yugoslavian Government, M. Franc Snoj, has received, smuggled from Croatia, a copy of an official Italian Army decree ordering soldiers to destroy or burn all buildings in which Italians have been insulted. The soldiers are further ordered to shoot without warning “all acting inimically, and all males behaving .suspiciously,”
