U.S. Manpower Problem

Though the voluntary method of coping with the nation’s manpower problem was definitely not working satisfactorily, he did not intend to request compulsory manpower legislation, till be was convinced that a number of suggestions be made last night in his speech would not ultimately succeed, declared President Roosevelt today.
