Camps Announce Appeal Provision Before the announcement at the end of last week by the Minister of Defence, Mr. Jones, that there was no present intention of changing the policy of sending overseas only those members of the .territorial Force over 21 and under 42 years of age, steps had already been taken in some military 'camps to announce the provisions made for lodging appeals. Typical of these notices is one issued at a North Island camp last week: ‘‘Under ."Regulation; No. 12 to the National Service' Emergency Regulations, 1940, every male member of any armed force, other: than the'Home Guard, is liable as such member ■ for service wherever required, whether in New Zealand or elsewhere. It is emphasized that all"men of this unit (except those already .liable for overseas service) including those who volunteered or who were balloted members of the Territorial Force now become liable for overseas service. Such people have the right to appeal against those services. These appeals must be made immediately. Forms of appeal can be obtained from the headquarters orderly room and the method of the appealing will be explained to the men wishing to do so.” One cause of the confusion was the fact that while the regulations make no reference to age, the Minister of National Service, Mr. Semple, announced on June 0 that "no further ballot would be held. “Amendments to the regulations are being made providing, that all men eligible for overseas service, 21- to 40 years,. who had previously been called up for the Territorials and all volunteer territorials shall be automatically deemed, liable for overseas service. The right of appeal will be provided for,” added the Minister.' The regulations, however, state: “Every male member of any armed. force shall be liable as such member for ' service wherever he is required whether in New Zealand or elsewhere,” and later: “The regulations shall apply to all male members of any armed force.”
