' Membership of the partv is limited to those who are Jer-man-conscious and arc recognized by the party leadership. . The Nazi Party leader authoiized the issue of the regulations concerning German autonomous rights with the approval of the Rumanian Government.” ..... . The Bucharest newspaper capitala” publishes a report that the Prime Minister, General Antonescu, signed a decree under which the demobilization of the entire forces—land, sea, and air —is to begin on November 10. Hie Ministry of Defence will provide the necessary forces in future if occasion r i ri scs. A Government spokesman later stated that the demobilization applies only to reservists serving with the regular forces. (Received November 15, 9.3 b p.m.) The “Dally Telegraph’s” Bucharest correspondent, says that the demobilization of reservists is clearly the result of a German demand, for which there are two reasons: First, greater German military control by the elimination of inefficiency and sabotage; secondly, the release of the maximum number of Rumanian workmen for factories and fields, enabling German industrial and agricultural orders to be speeded up.
