Scarce I Received Nov. 15. 9.30 p.m.) NEW YORK, November 34. An Overseas News agency correspondent who has returned from tlie Caribbean, said the Devil's Island guards have not been paid since June and food is scarce. It is estimated that at least 2000 prisoners have escaped, aided by guards, in tlie last three months. There are weekly blackouts in Trinidad because of the fear of possible raids on the oil fields from Martinique. Nine hundred air force trainees were expected last week in Trinidad, where a winter training base is being established.
