Need Seen By Third Sea Lord STRENGTH OF NAVY LONDON, May 3. The third Sea Lord, RearAdmiral B. A. Fraser, said in a speech that it was essential for Britain to be quicker off the mark, both on the civilian side and on the service side. “These are disappointing times,” he said, “but the Navy is not downhearted, and never will be downhearted.
