In Westminster and the City of London, the routes along which the President of France and Madame Lebrun will drive during their State visit this week, have been gaily decorated. They are assured of a warm welcome when they arrive tomorrow. That the visit of the head of a sister democracy should have fallen in these critical days for the nations that prize liberty will invest the visit with altogether special significance.
