Launching Italian Scheme FIRST STEP NEXT MONTH (Received January 31. 11.55 p.m.) Rome, January 31. Tlie first step his military training of 1,009,000 youths aged from 18 to 21 will be taken on February 1. when Signor Mussolini will inspect 10.000 instructors for this army of youths. Wherever possible they will be trained in barracks with regulars, "so as to learn to love both men and officers.” They will tain after school or working hours, also on Sundays and holidays. The most capable will serve as noncommissioned officers when they join Hie colours as conscripts at Hie age of 21.
