Mr. Hirota, Minister of Foreign Affairs, informally told the french Ambassador that the French idea of. inviting countries not signatories to the Naval Treaty, like Germany, to participate in negotiations, was unacceptable to Japan, because it would make more remote the chance of reaching the new’ agreement which Japan so earnestly desired. The recent lengthy London conversations had demonstrated the difficulties even of three Powers agreeing, and that more negotiators would only multiply the complications and defeat the object.
