Britain Advised of Intention NEWSPAPER COMMENT “New Agreement Seems By No Means Impossible” (British Official Wireless.) (Received January 1, 5.5 p.m.) Rugby, December 31. The Japanese Ambassador in London. Mr. Matsudaira, called at the Foreign Office to acquaint the British Government officially - of Japan’s intention to terminate the Washington naval treaty from December 31,1936. Commenting on the denunciation. “The Times” says: The event is none the less grave, because it was universally foreseen. Japanese diplomacy Ims made the act of abrogation appear a mere formality, but cannot conceal the demolition of a model edifice of international agreement set up 13 years ago. Yet, even at the moment of denunciation, Japan emphatically proclaims her desire to rebuild a new treaty on the debris of the old, and the London negotiations of the last two months have been conducted with such remarkable frankness, fcct and goodwill by all three parties, that her hope, which is more than shared by Great Britain and the United States, seems by no means impossible of fulfilment.

France’s reaction to Japan’s denunciation is authoritatively expressed thus: France was never enthusiastic over the Washington Treaty, . but would never have denounced it herself. Now that somebody else has denounced it, so much the better.
