The Paris correspondent of the "Daily Express” says that M. Rollin. Colonial Minister, in a special interview, described a five-year plan that ibeing prepared to make the French empire economically independent. Her wool will be•obtained from the highlands of Northern Africa, coal from Indo-China and Morocco, and long staple wool from Algeria.
