“PAPER ROADS”

• «. J AN OLD DIFFICULTY PRESENTS , ITSELF. i Councillor H. D. Bennett, chairman I of the Works Committee, brought before J the City Council last night the matter ’ of j. subdivision of hind at IToughtoi : Bay. This concerned a block of lanf ; that had been divided into a large ’ number of sections, which had been sur i veyed and faced "pnper” roads fhn were quite impracticable. The matter had been brought under the notice <f the city engineer and citv solicitor, wlo made a certain proposal as to the sirvey in connection with the sale of bis property. For some reason or otier tlie proposal had been declined, and Hey had the case of a number of fuure ratepayers facing impossible strets. Tlie council had expressed its wilingness to negotiate in a re-survey o the b’oek and the realigning of the ,‘Onds, but it had not been agreed to. The sale was now taking place, and a few sales had, he understood, been efeefed. The position was that the couiril wflfl going to have a lot of ratepayers coming to them saying they had been induced to purchase sections of propertv which had been approved by the coundl. This was partly a legacy from a previous local authority—the Melrose Borough Council. He brought the natter up to allow the Works Committie to "get out from under,” as most of the roads set out on the plans wire “paper roads,” placed in impossible places. Councillor M. F. Luckie seid this was an old difficulty that was often met by the By-laws ' Committee, where subdivisional plans had been approved by local bodies which had been absorbed by the city and were now included in Greater Wellington. Of course in the city no block of land is allowed to be subdivided without first being roaded on lines approved by the city engineer and the council.
