FOR SETTLEMENT OF DIFFERENCES NEW FRANCO-AMERICAN TREATY By Telegraph.—Press association. Copyright. (Rec. February 6, 9.15 p.m.) ■Washington, February 5. To-morrow the French Ambassador and the Under-Secretary of State, Air. R. E. Olds will sign the new FrancoAmerican arbitration treaty, marking the hundred and fiftieth anniversary of the original treaty of amity and commerce between the two countries in 1778. The preamble of the treaty states that it is the desire of the two countries always to settle their differences by peaceful means. Questions involving France’s obligation under the League of Nations, those affecting the Alonroe doctrine, and those of a purely domestic character, are exempted from arbitration.
