REDUCTION OF RATES LOOKED FOR London, November 30. Business men are asking when the Pacific Cable Board intends to carry out the promised reduction in rates predicted by Sir James Allen as likeIv when the duplication was completed. The new cable is working efficientlv. The Bamficld-Fanning Island section has exceeded the contract specification, and when the new transcontinental line is complete it will lie possible to ascertain what reductions can be made
