G 0 VERNOR-GENER AL’S ADVICE In supporting a remit yesterday at the annual' conference of the Boy Scouts’ Association, in favour of a district commissioner who was unable to attend a meeting ol the council being allowed to nominate a deputy, with full proxy rights, His Excellency the Governor-General, the Chief Scout of the Dominion, advanced the opinion that the present rule had operated very badlv. As a soldier be urged that they should put red tape aside as much as possible. At the annual meetings those at the head of the organisation should be able to meet face to face and discuss all aspects of the movement. His Excellency added: “My experience of life is that letters are the very devil, and lead to much misunderstanding.” (Laughter.) The remit was carried.
