GARETTE PAPERS MISSING. Dunedin, November 18. There are indications that some persons have secured a big haul of cigarette papers without any expense. When a large case was landed from the steamer City of Canton, discharging American cargo, to-day. it was found that fully half the contents were missing. The case-when shipped was filled with boxes containing cigarette papers. The general opinion is that the pillaging was carried out at some other port of call and no suspicion whatever is cast on the local waterside workers engaged in landing the City of Canton's cargo.
