Cabinet has commenced notifying the Powers whose treaties are shortly to expire declaring its intention to deal similarly with those treaties as with the Sino-Belgian Treaty. The treaty with Spain expires in May next. China has notified Japan also. The latter has promised to consider a fundamental revision, hoping for a closer Asiatic alliance. Belgium still refuses lecognition of the abrogation of her treaty,, declaring that the present Peking Government is not de facto.

A difference of opinion exists among the Legations as to the course of action to adopt since China called the Powers’ bluff.
