DEFIANCE OF BUILDING BY-LAWS
DRASTIC ACTION TO BE • TAKEN-’’’ Legally' no one can- erect-' a building of 'any' kind/ but least of all a place of. residence, without, the. sanction of the City-Council. • Before a building may be erected a permit has to be obtained through the city engineer’s office, .whose officeis.rnust see that the proposed structure complies with the hygienic, air-space, and ordinary structural safetv provided for in the building by-laws. Such permits are granted eventually through the By-laws Committee, which is occasionally called upon to inspect a: proposal. This, was the case some months ago when a Mr. F. W. Boyd, (acting for his father, •Mr. J. J. Boyd) failing to obtain a permit to erect a house on ascertain section of land (on account of its position and the area’of the section), chose to ignore’ the committee, and went on with the erection of the building, although specifically instructed not to do so in contravation’ of’ the by-laws. When it was finished the City Council declined to provide the necessary services—water and drainage connections—which would have held up the house as a place of residence where any ordinary individual was concerned; but not so with Mr. Boyd, as Councillor M. F. Luckie reported to the City Council that the owner of the premises referred to had obtained the services bv making a connection with those of the place next door, under which circumstances Councillor Luckie (as chairman of the By-laws Committee) said there was now no recourse but to take drastic action through the Court, which is to be done forthwith.
