The “Dailv Herald” announces that the Premier’s plan for tho reform of the House of Lords is to repeal the Parliament Act of 1911. so far as it concerns ordinary legislation, and to establish a Chamber comprising a minority of hereditary members chosen from the whole bodv, and a majority of life Peers nomiafed bv tho Crown, with a number of distinguished public servants, including representatives of tho Dominions, nnd of prominent members of the House of Commons.
