gir—The question put forward by Mr. Wilford has at last been noticed; to say that it had been answered would be an exaggeration. The issues that bad been replied to fulsomely lime and again were somewhat gone.into, but the vital point, •‘whether the City Council management had so far shown justification for the enormous control of public funds put in i-s hands” was not touched on. Newspaper correspondence cannot cope with such a problem; it is well worth a commission with power to call for persons and papers. Mr. Ward has been sent to America, for what, definitely? Nothing definitely! It is now proposed to put"two men on a one-man round experimentally —tor what? Nothing that will mean anything materially. They arc groping in dank darkness; feeling their way without one ray of light. The latest proposal proves it. They are scoopin'' Is. to do work that was formerly done for 1d.,-and was offered to be contracted to perform to the satisfaction of the council by a perfectly ■_ responsible body of highly respectable ciizens at 2d. per ■mllon.
