MONOPOLY REFUSED. London, November 10. Replying to Lieutenant P-aldwin Raper in the House of Commons, Mr. F. E. Guest (Secretary of Stale for Air) said be could not adopt the proposal to grant a..monopoly to any air transport company for a term of years, because that would preclude the growth of private initiative, and ultimately prove detrimental to British civil air development.
