SECRET PROVISION OF AGREEMENT NEW ELEMENT OF ANXIETY By Telegraph—Preoa Association— Copyright London, November 8. A new element of anxiety over the Franco-Kemnlist pact lies in tho discovery that a secret annexe confers on Franco the instruction in the future of tho Turkish gendarmerie throughout tho Ottoman Empire. The Under-Secretary for Foreign Affairs (Mr. Cecil Harmsworth), replying to a question in the House of Commons, said that tho terms of the recent agreement between Franco and Angora had been communicated to tho Government, but their publication depended on the permission of the French Government, which is being consulted. —Aus.-N.Z. Tho "Echo de Paris," commenting on the feeling aroused in Britain, says that the real reason for discontent is that the BfTtish policy was based entirely on tho assumption of a Greek victory.
