‘ ’ BOROUGH COUNCIL MEETS. The Petone Boro/igh Council met last evening. In the absence; of the Mayor (Mr. J. IV. M'Ewan), Councillor £ P. Brockelbank presided. There were also present; Councillors J. L. Churchouse, IV. Hay,. R. H. Jones, A. . D. S. Bedingfield, G. Cook, and R. A. Hartley. The secretary of the Municipal Association advised that the conference of delegates would be held in Wellington on October 4, and requested that the council appoint its representative. The By/flaws Committee reported that in connection the proposed by-law to license drivers of private motor vans, it had perused a copy cf .the C/tv Conn-, cil’s by-law. and it realised the difficulty, apar } t from the expense of providing a competent inspector to test the efficiency of the drivers. Already a number of drivers possessed certificates of competency issued by the City Council, which certificate lasted for all time, and was not a recurring source of rqvtaniie. After having taken those matters into consideration in conjunction with the cost entailed in, making the by-law, the committee was 'of opinion that tlje revenue under the same w.ould not he ..of sufficient volume-to compensate the council for'the optlay. Regarding the issuing of drivers’ license lyider the council's present .by-laws, the committee recommended that'in future the inspector, Befiore issuing, require the applicant to produce his "ability to.drive” certificate, and that the charge of s«:'for a license to made os provided for in the council’s by-laws, instead of tho Is. charge that had been made for some years. Anronos the model by-laws under the Health Act. the committee reported that it had instructed the town clerk to communicate with the Minister direct, asking him '.to use his tost endeavours to have the model by-law framed at an early date. Concerning the Heavy Traffic Bylaw and Public Works Act. the committee had been informed that there was provision in the Act wherebv the Government m : /rht, by Order-in-Council. declare that heavy traffic as set forth in tho council’s bv-law was in accordance with heavy traffic as defined in the Public W'orks Act.-It was recommended that the necessary application to made.
