PAID UNDER PROTEST. (Rec. July 17, 11-5 p.m.) Amsterdam, July 15. The Kaiser has paid the taxes under protest.—Aus.-N.Z. Cable Assn. (The Kaiser refused to pay municipal taxes, amounting to five thousand guilders, on the ground that he had not established himself at Doorn of his own free will. 'The Doorn Council could not accept tho protest, remarking that the Kaiser was quite free to remove to another part of tho province.]
